Turn off bluetooth by default

Turn off bluetooth by default via the tlp configuration is what worked on my laptop.

    in /etc/tlp.conf, in line
    DEVICES_TO_DISABLE_ON_STARTUP=""
    add "bluetooth" in the quotes.
